Before coming to Zhongnanhai, the Beijing compound of the countrys top leaders, in October 2007, Xi had been briefly in charge of Chinas richest and most glamorous city, Shanghai. He became Party secretary of the financial center in March 2007 after a social security fund scandal had led to the downfall of the citys former Party chief Chen Liangyu and more than a dozen senior officials and businessmen. Xi rose from humble beginnings as a village head to a State leader. 1969-1975: He was sent to a remote mountain village in Yanchuan county in the northwestern province of Shaanxi when he was only 16 years old. Xi worked in Fujian for 17 years, being promoted from vice-mayor of Xiamen in the mid-1980s to provincial governor in the early 2000s. Other major posts he held during the period include: 1988-1990: Secretary of the CPC Ningde prefectural committee in Fujian. 1990-1993: Secretary of the CPC Fuzhou municipal committee. 1993-1995: Member of the Standing Committee of the CPC Fujian provincial committee. 1995-2002: Deputy secretary of the CPC Fujian provincial committee. 1996-1999: First political commissar of the anti-aircraft artillery reserve division of Fujian provincial military command. 1999-2000: Acting governor of Fujian province. 2000-2002: Governor of Fujian province. Xi moved to Zhejiang to work as acting governor in 2002, when the fast growing province was faced with a predicament - the extensive economic growth mode could not support sustainable development. After a thorough study of Zhejiangs conditions, Xi concluded that the province must undergo industrial restructuring. Xi ordered local authorities to shut down or move away highly polluting and excessive energy consuming businesses, and join hands with neighboring Shanghai and Jiangsu province to achieve scientific and sustainable development. Following this, Zhejiang secured its position as one of the wealthiest provinces in China with rapid economic growth. In 2002, he also became secretary of the CPC Zhejiang provincial committee, and held that post until 2007. That year, he became secretary of the CPC Shanghai municipal committee before he went to Beijing to become a member of the Standing Committee of the Political Bureau of the CPC Central Committee.
